I went ahead and expanded the border by 1k. New areas and temples/villages have been created. With that being said I went ahead and added a new rule. Though it will not be added to the /rules since it doesn't seem significant enough, It would fall under common sense:
-One Claimed Village per person & One Claimed Temple per person.
With this, I hope for it to become more fair to everyone to venture out and find villages and temples. Using an Alt account does not bypass this, as you are still that one person.
