No shop = Trade

I have 3 wither head skulls, but i can not spawn in a wither... there is no shop and i really really really want a beacon. I've gone hours searching for 2 skulls, I've spent 10k plus 3 diamonds to get 1 skull from another player. BUT i cannot summon a wither to fight since its prohibited. Shouldn't i be allowed to trade to receive my beacon that i worked for? at least a trade.

Once the shops finally arrive (sorry I've been lazy) depending on what blocks I'm going to put in, there's a chance beacons won't even be available there. However, last time I checked, a nether star is available in the vote store from voting.
