The server is trying to prevent grief yet it still happens the reason to stop it is simple, there's a plugin called I believe spychat. That it does is spy's on players where they are a swell as there chat because those people would possibly set there home at the area they want to destroy, spychat will help stop that our grieving problem is solved I hope

I'm not sure I quite understand your suggestion, but I will say this. There's not really any way to prevent griefing until someone actually starts griefing. It's just one of those things really.
We have many methods in place for this type of thing such as rollback commands and protection stones which help to negate the griefing as best as possible.

I understand the suggestion you're trying to pitch, I'm just skeptical about how exactly this spychat thing would help us prevent things like griefing.
The example you use is based on the premise that they were to use /sethome before they griefed, and that these type of circumstances need to happen for us to pick it up.

It gives you the power to spy on someone to check if there greifing a build.

thats pretty much the same thing as /v (vanishing) and following a player then using log block to check who broke it

Maybe you should learn what the server has currently before you make suggestions about things we already have or already take care of.
