Just wondering why there is a restriction on using buckets?

I understand that people Trusted and above can use them but why not everyone? I'm not sure if there is a post about this but I am just wondering.   :-\

maybe it's just to prevent griefing on the server, thats the only thing i can really think of

Like mini pointed out this is for grief prevention as water is easily transferable and causes a mess. Instead trusted and staff players are happy to place water for you.
There is a possibility that I can allow placing water only in your own pstone fields, which I think could balance this problem quite well.
